Assistant Communications Director, Iowa Finance Authority

        The primary purpose of this position is to assist in the management of the communications and public information needs of Iowa Finance Authority.

General Duties

Coordinates and assists in the communications and public information needs for IFA

  Assists with managing the communication and marketing needs of all of IFA’s state-wide programs.

  Prepares and issues news releases and media advisories. Provides media with story items and news items, which relate to the mission and key messages of the agency.

  Develops public information plans to educate the various audiences about IFA and its programs.

  Assumes administrative responsibilities for marketing, communications, public relations and customer relations with stakeholders and other customers, as defined by the Communications Director.

  Write speeches and outlines for use by the Executive Director and other IFA staff by researching topic and preparing appropriate material for the audience, so that the intended message is conveyed.

  Assists in the coordination of public events, including news conferences, project tours, housing conferences, etc.

  Works with appointed staff members to manage external contact lists and databases.

  Manages and continually updates an inventory of all Iowa media and targeted regional and national media.

  Aids in establishing marketing and communications goals for the agency.

  Manages design process of various IFA Publications.  Serves as lead employee on Communication Technology Initiatives

  Manages agency’s social media initiatives.

  Manages all IFA web sites, ensuring that information is accurate and accessible, and that appropriate technology is used to effectively communicate online.

  Manages the media center at, creating and posting news releases, story ideas, FAQs and other appropriate information.

  Researches and recommends new internal and external communications technology.

  Maintains and updates the IFA intranet site that effectively communicates news of interest to IFA staff.  Coordinates external messaging and marketing

  Coordinates and recommends staff’s participation in targeted events and conferences hosted by key partners, including the Iowa Bankers Association, Iowa League of Cities, Iowa Association of Realtors, etc.

  Aids in developing a communications strategy and plan for all Authority programs.

  Oversees the development of promotional materials for the agency.

  Responds to requests for information from the public and other stakeholders.

  Maintains an inventory of IFA’s marketing materials and recommends the creation of appropriate new materials or the revision of existing materials. Effectively develops and distributes newsletters and marketing materials to the appropriate contacts.

  Aids in developing and implementing a communications/marketing plan for HousingIowa, State Revolving Fund, Iowa Title Guaranty, Iowa Agricultural Development Division and other special projects, as directed.  Provides oversight to vendors

  Provides direct oversight to vendors, including printers, marketing agencies, etc. to process marketing materials and orders.

  Performs all marketing duties in the absence of the Communications Director

Minimum Qualifications:

Graduation from an accredited four-year college or university with twenty-semester hours course work in journalism, public relations, graphics or communicative arts and experience equal to two years of full time work in preparing and writing materials to disseminate information to the public through the media of the press (newspaper/publications), radio/television, and/or public speaking;
an equivalent combination of education and experience, substituting work experience in planning and writing materials to disseminate information to the public through the media of the press (newspapers/publications), radio/television, and/or public speaking for the required education to a maximum substitution of four years;
graduate course work at an accredited college or university in journalism, public relations, graphics or communicative arts may be substituted for the required experience on the basis that thirty semester hours equals one year of experience to a maximum substitution of one year;
employees with current continuous experience in the state executive branch that includes experience equal to eighteen months of full time work as an Information Specialist 1.

Preferred Qualifications:

Experience in mass communications and social media management preferred.

Occasional travel is required.

Applicant must pass a comprehensive criminal and credit check before an offer for employment will be extended.

Annual Salary: $42,764.80 – $63,980.80
