Program manager, Iowa Economic Development Authority

The Iowa Economic Development Authority is seeking a Program Manager for the Home Base Iowa program, a first-of-its-kind initiative dedicated to helping transitioning and retiring service members and veterans to find career opportunities in Iowa.

The HBI Program Manager will be responsible for providing the overall direction, coordination, implementation, execution, control and completion of specific objectives outlined for the program, including the development of the recruitment strategy and matching candidates with in-demand positions, the marketing and promotion of the HBI program to key audiences both in-state, nationally and within military ranks and general administration of the program. The candidate will develop a plan with clear scope, goals and deliverables and oversee the work of multiple committees and agencies in order to meet the goals of the overall mission of the program. Additionally, the program manager serves as the main recruiter for HBI and will coordinate base visits, career fairs and develop partnerships with installation/base transition personnel and Iowa businesses to meet employment goals. Finally, the candidate will work with existing staff and resources to create and execute a strategic marketing plan to support the HBI efforts.

The successful candidate will have significant knowledge and/or experience working with U.S. military personnel and organizations, project management experience, critical thinking and problem solving skills and be adept at planning and organizing and coalition-building. Additionally, the candidate must be well organized and able to execute on multiple fronts simultaneously, as well as be adaptable to changing circumstances.

Strong written and oral communication and presentation skills are necessary for this position and travel is required. Graduation from an accredited four year college or university and the equivalent of five years of full-time professional level experience such as program administration, development, management or operations is required. Substitution of experience of the caliber and scope indicated above for the required undergraduate college education on the basis one year of qualifying experience is equivalent to one year of undergraduate education.
